Some underwriters are unable to provide an immediate quote, due to local circumstances such as clearing requirements, or mandatory sanctions checks.
In this situation, they may choose to issue a "VRI" (Very Rough Indication) until such time as they are able to complete checks and issue that quote.
This process should take at most two working days.
